Senior Human Resources for Health Advisor USAID Namibia
Background
HRH2030 is seeking to hire a Senior Human Resources for Health (HRH) Advisor who will work within the Ministry of Health and Social Services (MoHSS) to make progress towards the achievement of Universal Health Coverage (UHC) and the sustainability of HIV investments in the country. The position will be financed through the U.S. President’s Emergency Plan For AIDS Relief (PEPFAR) program and supported by USAID and its partners.
Qualified Candidates
We are looking to engage a Senior HRH Advisor with the following qualifications.

At least fifteen (15) years of country experience working on public sector HRH policies, reforms and systems and health sector sustainability planning. Prior experience using HR data for decision making, especially to inform UHC and sustainability reforms, is highly desirable.
Doctorate degree in health policy, management or administration, or public health is highly desirable.

► Previous success working as an embedded senior/high level HRH advisor and advising senior government leadership within the public health sector. Experience from multiple countries contexts is highly desirable.

Experience liaising across government agencies and facilitating multisectoral stakeholder engagement, including government, donors, and the private sector. Proven track record for providing technical assistance that resulted in meaningful and quantifiable HRH reform or systems improvements.

Ability to work independently and collaboratively as part of a team and deliver high-quality results within deadlines. Ability to effectively set priorities and handle competing time and resource demands for self and others.
Strong process facilitation, problem solving, and stakeholder management skills. Highly collaborative engagement style, with demonstrated ability to effectively build relationships and forge compromises. Active listener and facilitator of policy dialogue.
Must be fluent in English, including excellent communication skills.
